Notice of Vacancy Saddle Creek CSD Director

As he is moving from the District, Steve Marsden, has resigned his position as a Saddle Creek CSD Director effective July 18, 2012.

As authorized under Government Code Section 1780 (C), the remaining four members of the Saddle Creek CSD Board of Directors have determined to fill Mr. Marsden’s unexpired term by appointment at the regular meeting of August 21, 2012.

Qualified residents (persons registered to vote in Saddle Creek CSD elections) may submit a letter of interest to the Saddle Creek CSD Clerk/Treasurer- 1000 Saddle Creek Drive, Copperopolis, CA 95228.

In order to be considered for appointment as CSD Director the letter of interest must be received by the CSD Clerk/Treasurer by no later than 5:00 P.M., August 10, 2012.

The term of office for the person appointed will expire in December 2013 (the conclusion of Mr. Marsden’s unexpired term).

Notice of Cancellation and Rescheduling of Meeting

Due to a lack of quorum, the regular meeting of May 15, 2012 will not be held. The meeting has been rescheduled to May 22, 2012. The Agenda dated May 15, 2012, which can be found here, will be followed during the rescheduled meeting.

Mosquito Abatement

During the next several months, Saddle Creek CSD will be increasing Mosquito abatement activities due to warmer temperatures and increasing mosquito populations.

Work will include inspection of known and suspect mosquito breeding sites, such as irrigated lands, ditches, waterways, ponds, and wetlands. Mosquitoes will be controlled using integrated pest management techniques (IPM), including: application of approved use pesticides to breeding sites and areas of high adult mosquito populations, mosquito eating fish in ponds and public education efforts. Additionally, the CSD will be increasing surveillance in attempt to detect mosquito-transmitted diseases, such as West Nile Virus and Western Equine Encephalitis.

In most cases, spraying of approved pesticides will occur on Thursdays during the late afternoon or early evening hours. While the spraying activity does not present a health risk to residents, there will be a noticeable odor. To minimize this problem, windows and doors should remain closed while the activity is occurring near your area and should remain closed for approximately 30 minutes after it is completed.

Residents are asked to assist in our abatement efforts by eliminating mosquito-breeding sites on their property and by reporting abnormal mosquito population to the CSD District Manager Greg Hebard at 209.785.0100.

Notice of Public Hearing

Public Hearings will be held on the Saddle Creek Community Service District’s FY 2012 Budget during the regular Board Meetings scheduled for:

  • 2:00 P.M., Tuesday, November 15, 2011; and
  • 2:00 P.M., Tuesday, December 20, 2011

Summer Traffic Safety

Warmer weather is here and with it the District will experience increases in pedestrian, bicycle and motor vehicle traffic.

Please join with the Board of Directors in making sure that all of those who are on our streets and sidewalks can enjoy them safely. Be watchful for your neighbors, their pets, and children at play. Stay within the posted speed limits throughout the community and please drive safely. Also, please remember that under California Law and by CSD Ordinance, golf carts are only to be driven by licensed drivers.

CSD Structure & Operation

The following overview is being provided to assist residents in understanding CSD responsibilities and operations. Please do not hesitate to contact the District if you have comments or questions on any area.

Saddle Creek Community Services District was established as a Special District on August 19, 1995, by act of the Calaveras County Local Agency Formation Commission (LAFCO) under authority of California Government Code Section 61600. Saddle Creek CSD is a multi-purpose Special District with governing authority over various specific functions within the boundaries of the District. The governing body of the District consists of a five (5) member Board of Directors who are elected by registered voters of the District for a four (4) year term of office. The Board of Directors has similar responsibilities and duties as those of City Council members. They establish budgets, approve expenditures, enact ordinances (local laws), establish operational policy, approve budgets and hires staff to carry out Board established policies.
