Vacant Lot Owner/Weed Abatement Agreement



The drought conditions and hot weather have taken a toll on the weeds and tall grass on vacant lots, causing an early start to fire season and earlier than usual end to our green rolling hills. During Spring of past years, Copper Valley CSD has notified vacant lot owners of the need to remove grass and weeds and if we didn’t hear from them and the lot was not cleared by Summer, the CSD would simply mow the weeds and send a bill.  Unfortunately, this year the procedure had to become more formal with a written property owner agreement signed to allow the CSD to enter private property to perform the work. 

In an attempt to simplify and expedite the property owner agreement and mowing process, if you own a vacant lot and would like the CSD to mow your vacant lot, we request that you immediately complete the agreement contained in this notice and return by email to: The fee for the mowing service is $75.00.  Upon submitting the agreement form as soon as possible via email, please mail a check to the Copper Valley CSD at:

Copper Valley CSD June Regular Meeting

We are pleased to be holding our second in person Board meeting “Post-COVID 19” in person on Tuesday June 15, 2021 at 2:00PM. We will be conducting a public hearing to take input on the adoption of a final budget for the 2021/22 fiscal year, as well as discussing the procedures for our annual weed abatement program on easements and vacant lots. Letter Regarding Mowing Weeds

Each spring the Copper Valley CSD sends letters to the owners of vacant lots in our community, requesting that the grass and weeds on their lot be cut down for the purpose of reducing fire hazards. Unfortunately the letter intended for vacant lot owners was sent to all property owners in Copper Valley; both developed and undeveloped properties. If you do not own a vacant parcel, the letter you received does not apply.

We very much apologize for the confusion and hope to have any tall grass cut down on vacant parcels as soon as possible. If you do own a vacant parcel, please have the grass/weeds removed ASAP or return the form to authorize the CSD to remove the weeds and bill for the service. PLEASE be fire safe with any removal of dried grass and DO NOT use power mowing equipment that can cause sparks and fire! We appreciate your understanding.

CSD to Begin Mosquito Control

During the next several months beginning today, April 15, 2021, Copper Valley CSD will be increasing Mosquito abatement activities due to warmer temperatures and increasing mosquito populations.

Work will include inspections of known and suspect mosquito breeding sites, such as irrigated lands, ditches, waterways, ponds, and wetlands. Mosquitoes will be controlled using integrated pest management techniques (IPM), including: applications of approved use pesticides to breeding sites and areas of high adult mosquito populations, mosquito eating fish in ponds and public education efforts. Additionally, the CSD will be increasing surveillance in attempt to detect mosquito-transmitted diseases, such as West Nile Virus, Western Equine Encephalitis, Zika and other vector borne diseases.

In most cases, spraying of approved pesticides will occur on Thursdays during the late afternoon or early evening hours. While the spraying activity does not present a health risk to residents, there will be noticeable odor. To minimize this problem, windows and doors should remain closed while the activity is occurring near your area and should remain closed for approximately 30 minutes after it is completed.

Residents are asked to assist in our abatement efforts by eliminating mosquito-breeding sites on their property and by reporting abnormal mosquito population to the CSD Maintenance Manager Greg Hebard:

CSD Board Meeting on March 16, 2021

Good Friday afternoon!

We have posted the agenda for the regular board meeting of March 16, 2021 at 2:00 PM to be held by video and audio conference.  The March 16, 2021 Meeting Agenda contains the meeting access link and call in number(s).  The public is welcome and encouraged to attend. The Board will be receiving the audited financial statements for the fiscal year ending June 30, 2020, considering a policy on budget development and discussing street tree maintenance, among other important items.  The March 16, 2021 Meeting Agenda Packet contains the meeting agenda and all supporting documents (except for the financial statements, which will be posted before the meeting).

Privacy Gate Upgrades Complete!

Dear Copper Valley Residents,

We are pleased to announce that recent upgrades to the privacy gates and their control systems have been completed, are tested and operational!

 Radio Frequency Identification Detection system (RFID).

Residents will now have simple, hands-free gate access with the addition of the RFID system.  A small sticker is placed on your vehicle windshield, which identifies your vehicle, communicates that to a receiving device, opening the gate as you approach.  The existing gate “clicker” system will continue to function normally if you prefer not to transition to the RFID at this time.  More information is available in the Resident Letter linked Here and below.

The CSD now has RFID stickers available. Each Resident will be able to turn
in up to two remote control clickers in exchange for two RFID stickers per household, at no charge. Any additional stickers are $15. In order to exchange or purchase the new RFID stickers you must fill out the new Gate Access Request Form (linked here and below).

Gate Coating Refurbished

For the first time since their installation in the 1990’s, the privacy gates were removed, taken to professional refinishers and a new powder coat finish installed.  We expect that the gates will now give us an additional 20-30 years of service and look fantastic.
